Vispa is not a program to use if you do not know what you are doing, but here are some of the things it can do: disable Windows Vista from calling home, disable questionable Windows services, disarms Internet Explorer, disarms Windows Media Player, allows you to remove Windows Messenger, improve privacy and security, and improves the performance of your computer (slightly).
